조선이 울릉도를 관리했음을 알 수 있는 기록이 발견됐다. 1804년 울릉도를 수토한 삼척 영장 이보국의 각석 주변에서는 새로운 글자도 확인됐다.동북아역사재단은 2일 재단에서 학술조사 성과 공개회를 열고 지난 4월 진행한 제1차 울릉도·독도 종합 학술조사에서 수토와 관련한 각석문 탁본 15장을 확보했다고 발표했다.수토는 조선시대 때 수토관들이 울릉도와 독도를 정기적으로 순찰·조사해 중앙정부에 보고하던 제도다. 삼척영장이었던 박석창이 1711년 울릉도를 살펴본 뒤 새긴 것으로 알려진 도동리 신묘명 각석문 등 수토 관련 기록이 남아있다.
